PLANNING, MONITORING & EVALUATION (PM&E) OFFICER
DIVISION: Corporate Division
REPORTS TO: Planning, Monitoring & Evaluation Manager
JOB SUMMARY
The PM&E Officer will play a crucial role in ensuring effective monitoring, evaluation, and learning processes across our organization. The ideal candidate will be hands on, results and detail-oriented possess strong analytical skills, exceptional attention to detail, and the ability to effectively communicate findings to diverse stakeholders.
KEY TASKS, DUTIES AND RESPONSIBILITIES
The PM&E Officer is responsible for:
- Develop and implement monitoring and evaluation frameworks, systems, and tools to track the progress and impact of programmes and projects.
- Design and conduct quantitative and qualitative data collection activities, including surveys, interviews, focus group discussions, and data analysis.
- Collaborate with program managers and stakeholders to identify key performance indicators (KPIs) and develop appropriate data collection methodologies to measure programme outcomes and impact.
- Collect, manage, and analyze data using various software tools and platforms to generate actionable insights and recommendations.
- Prepare and present accurate and timely M&E reports, dashboards, and visualizations to inform decision-making and programme improvements.
- Conduct regular field visits to monitor program activities, verify data quality, and provide technical support to field staff including Local Implementing Partners (LIPs).
- Support PME Manager with evaluations and assessments of programmes and projects, including baseline studies, mid-term reviews and end-of-project evaluations.
- Support capacity-building efforts by providing training and technical assistance to staff and partners on M&E best practices and tools.
- Ensure compliance with donor requirements and reporting guidelines, including the timely submission of M&E deliverables and reports.
- Stay abreast of emerging trends and developments in the field of monitoring and evaluation and contribute to organizational learning and knowledge sharing initiatives.
QUALIFICATIONS
ACADEMIC:
- Bachelor’s degree in a relevant field such as monitoring and evaluation, social sciences, international development, statistics, IT or a related discipline.
EXPERIENCE
- Minimum of 3 years of relevant experience in monitoring, evaluation, and learning, preferably in the context of [Gender Equality, Women Empowerment or an Economic Empowerment Programme].
- Proven experience in designing and implementing M&E frameworks, systems, and tools for complex programs or projects.
- Strong quantitative and qualitative research skills, including experience with data collection, analysis, and interpretation.
- Experience collecting data through online applications e.g. Kobo toolbox, google forms.
- Proficiency in data management and analysis software such as Excel, SPSS and Access and/or SQL based database. Experience with data visualization tools preferred e.g. Power Bi.
- Excellent written and verbal communication skills, with the ability to effectively communicate technical information to non-technical audiences.
- Experience working with international donors, NGOs or development organizations is desirable.
- Proficiency in Python programming language would be a plus/preferred.
